Howard Gould

Mr. Gould is Vice Chairman of Carpenter & Company and a Managing Member of the General Partner for the Carpenter Community BancFund.

Mr. Gould has direct oversight of the Fund’s portfolio management function and is highly involved with strategic, capital, and management planning for the Fund’s portfolio companies.

Mr. Gould joined Carpenter & Company in 2005 after a nearly 35-year career as a senior banker, regulator, and consultant. Prior to joining the firm, Mr. Gould served under appointment by Governor Schwarzenegger as California’s Commissioner of Financial Institutions from 2004 to 2005, marking his second appointment as California’s chief banking regulator. Prior to that, Mr. Gould served under Governor George Deukmejian from 1983 to 1989 in key positions related to public policy, including serving as the Superintendent of Banks.

Immediately prior to his second assignment as banking Commissioner, Mr. Gould was Vice Chairman of Bank of the West following that bank’s purchase of United California Bank in 2002. Mr. Gould joined United California Bank/Sanwa Bank in 1992 originally as Chief Administrative Officer and later shifted his focus to become Chief Operating Officer in an effort to support the growth of the bank. During his ten years with UCB/Sanwa Bank, Mr. Gould became the most senior domestic executive at the bank, serving as its Vice Chairman and director.

Previous to joining UCB, Mr. Gould served as West Coast Managing Partner of The Secura Group, a nationally recognized consultant to the banking industry specializing in risk management and corporate governance. Prior to 1983, Mr. Gould progressed through positions in retail banking at Bank of America and in statewide corporate public affairs at Wells Fargo Bank.

Mr. Gould has served on numerous corporate and philanthropic boards of directors. He served as the Executive Director of the PepsiCo-FritoLay Leadership Center at California State University Los Angeles, where he also was a teaching faculty member. He also has served as the Chairman of the Board for the Pacific Coast Banking School and as a board member of the California Bankers Association and the National Conference of State Bank Supervisors.

Mr. Gould was a director of Far East National Bank and Nara Bank, N.A. He was also a director of Bridge Capital Holdings, where he chaired the bank’s Finance and Risk Committee, Corporate Governance, and Strategic Development Committees. Mr. Gould previously was a director of Heritage Oaks Bancorp and Heritage Oaks Bank and was a member of the board’s ALCO Risk and Executive Committees. Mr. Gould was also a director of Pacific Mercantile Bank and chaired its Finance and Risk Committee and the Special Strategic Committee. Mr. Gould currently serves on the board of Western Alliance Bank and chairs the Risk Committee.

Mr. Gould holds a Master of Business Administration degree from California State University, Sacramento, and a Bachelor in Business Administration from San Jose State University.
